unrepeatable quest?

Finale:
So, I've had my 'Finale' account for quite a long time and so, I've been completing quests over the years for rewards and blah blah blah, right?

Well, The Crazy Cows quest is apparently unrepeatable (I believe it's the only one currently). I've completed that quest around 2015? maybe 2017? Well anyway, I know It wasn't a recent time I've completed it and I honestly thought it was normal until I read on the forum and got told by a pal' that all quests should be repeatable.

So, assuming all are repeatable, How do I fix this Issue?
