What would it be for? Is it for a punishment like for item stealers (which is not too bad an idea) or is it just an item?

War:
Well, if this was given to people for thieving, then wouldn't that be purely counterproductive? They'd end up more inclined to steal items just to get the cone.

The cone itself is a good idea though, and I think it probably would make an awesome item for the game
