Title: Dragons?

Hello, I'm new to last moon and I have seen a few people with Dragons as their animal they're using and I can't find them in my animals... Are they an add on you have to download or do you have to level up to get them? If you have to level up to get them, how do you do it? I have no knowledge about this game because my computer wont let me play the tutorial...

Nope, its part of the game.
You cant find it in your animals because you will have to tame or buy one.
If you want to tame one, there are really many dragons in Jungle.
If you want to buy one, just go to Bazaar and click the Boss and Pray Pets NPC, choose a dragon and buy it.
