I tried going down in Underwater Cave, but I'm not actually sure my character is even moving because the F3 CAM LITERALLY GOES FASTER THAN HIM. I managed to make it all the way to the bottom (where the portal is) with the f3 cam, but I can't get the character down there? I want to go to that map because it is one of the places I have never been to.

Your map is all black? That map is glitched and you can't seriously see anything but black. Just simply change dims and it will work. Usually changing dims fix certain problems like this but I don't know what else you can do.

It always worked for me but I heard it doesn't for some other players. If that doesn't work set it as your home and just click go home, I heard that works at times.
