art Program for Presets? Help!

What type of art Program should I use for Presets? I wanted to have a scar on my fursona's left eye like this:

I'd recommend Medibang Paint Pro, its a completely free program and I've made my FH preset, Ler, on it.
Example:


Medibang is fairly easy to use along with having some photo editing abilities.
Albeit it was originally designed for Manga Artists it can be used for painting and sketching as well.
