Messed with character, thought to myself, maybe I should do that manipulation thing.

Honestly I wanted to add a speech bubble but inability to do so.

Wow, thank you!

I use the PaintTool SAI program.
The orange-y background is given by an (COUGHS it was a lumi and shade layer oops) and I used the airbrush with the paper textures to do it.
The bright stuff is given by luminosity of course. Shoulda made the eyes brighter, but I copied the layer with eyes, blurred one, and then added the glow.

The smoke is used with the pen tool. Blurring on one side helps the effect, as well as a dull amount of airbrush behind it.
You can get a realistic fur expectation by using small, quick strokes with the pen, airbrush, or brush tool. (the lighting on the shoulders is a custom brush of mine)

Fascinating! I barely got any of that, I'm sorry. xD I'm not a techie person so anything of that subject just flies right past me. :P
