How To Put On Presets? (If Possible?)

I was wondering if it's possible to put on presets that's already in the preset folder.
I went in the last moon folder thing and found a folder called presets so I opened it and found a whole bunch of files that looked like names for presets. is it possible to put one on your character, and if so, how?
Oh and also, there were two folders named presets, one that had material files and another that had PNG image files.

Presets here work very different. You have to wait for a thread of "Preset Submissions" To open. Admins have to put them in-game theirselves. However, they were open Last X-mas and won't be open for a while.

Also, if I may add on to what Spacey said, all of those presets and preset Png/texture files already belong to someone playing the game. They're designs for characters people already own, so even if you did have the ability to take them, you really shouldn't.
