I can't open last moon

Hello! :D I've been coming and going from last moon for a loooooooooong time and I've decided that I'd like to play again :3 I may not be on everyday but I'll try to be on once a week at the least, but I can't open it. I tried a few months ago to open it and it didn't work, so today I've uninstalled it (deleted it) and re-installed it and it didn't work, then i deleted version.txt and it still hasn't worked, would anyone know how else to fix this? I may re-install it once more to try again. X3 Thank you! ^_^

Ohh so we can't open the game at all now if we've re-downloaded it until 8:30? Also your time zone is probably different to mine X3 how many hours until 8:30 when it is up? o.o

If not right click the LM icon and press run as administrator.
