After the updating screen closes the program proceeds by popping up with the following error messages, I don't know what do though: "The program can't start because d3dx9_43.dll is missing from your computer. Try reinstalling the program to fix this problem." I don't know why this keeps happening, I've uninstalled and reinstalled LM multiple times and this same error message has popped up after the Update screen every time. As well as this message following the last: "OGRE EXCEPTION(7:InternalErrorException): Could not load dynamic library .\RenderSysterm_Direct3D9. System Error: the specified module could not be found.

I have downloaded both, one of which I'd already had on my computer. I don't know what do to next after downloading them. I assumed after downloading them I'd just open the game back up and it would be good, but it still came up with those error messages

I've never needed to download either of the links, but I believe you need to install/set it up after you've downloaded it.

Could updating my laptop to windows 10 solve the issue?

I don't believe updating will help. As far as I know.
That is, unless Windows 10 includes DirectX 9.
