I'm proud of being able to replicate an effect I've been dying for.

"Pijira" was a joke between a friend and me. She loved pizza so much we dubbed her fursona "Pijira" and made several spin-off "Pie"ju. Gothra, Memera, King Dogedorah, [Name deemed inappropriate] and working on a few more.

Using copies of the lineart that is colored neon (red/blue/cyan/yellow/pink/green) with the effect of luminosity is how to do it! Thanks for the comment!
