Try downloading the extra links at the bottom of the download page. If that doesn't work uninstall and download the alternate version of the game and then delete version.txt in your game files.

We can't help you unless you describe your problem better.
I had a hard time reading your description of the issue.

Look up a version of DirectX that suits your computer's version.

Instead of trying to explain your error, just screenshot it. That way we can help you better than you ceaselessly trying to explain it to us.

Looks like to me that you don't have DirectX on your computer...did you try downloading it and then installing the program?
Like from the join.me, you need to find a version that is suitable with your laptop's operating system (Windows 7, 10, etc.) If you're having troubles finding it, you can try asking people who've had this exact problem and try asking them what link they used.

What version is your computer? Like Windows 10, 7, etc.

1) A Laptop is a PC. PC simply stands for Personal Computer.
2) Your computer brand also has nothing to do with your Windows version.
3) Try finding a DirectX version that works for your system by googling it.
4) If that doesn't work, it's also possible that for whatever reason your computer doesn't like the DirectX rendering system. Try changing the rendering system in the boot options by changing it from DirectX to OpenGL.
